at the South Natomas Community Center on Truxel Road.
To date: copper wire thieves have left over 200 neighborhood locations throughout the city in the
dark over the course of the last several months. Miles of copper wire have been stolen from
places
such as street lights, traffic signals, and City parks during all hours of the day and night.

To date:
•          The Department of Transportation has spent $200,000 (and counting) to replace stolen
copper wire.

    •         The City has encumbered $95,000 for contractor costs, $86,000 in copper wire
    stock and $90,000 in pull box security lids. The department will be asking Council to
    approve more money next month for a  purchase of more security lids, as we have 40,000
    streetlights and two pull boxes per streetlight that will ultimately need to be secured. The
    City has exhausted their supply of vandal resistant lids to deter copper wire thefts from
    repaired lights, and hesitate putting in more copper wire without the safe-guard of a
    vandal-resistant lid. Experience has shown that the copper wire will only be stolen again,
    resulting in more money and resources spent to replace and re-install it. In conversation
    with DOT staff, I was told that none of the repaired streetlights which were equipped with
    the new resistant lid had been re-vandalized.  

    •          Staff are responding to more than 200 areas that are currently out. (An area is
    defined as a neighborhood street, which could range from one to several blocks, all
    damaged by theft.) At least three to ten new sites are reported weekly. Repairs to a single
    location can take from one to three days depending on the severity of damage by thieves,
    so the backlog is not decreasing.

    •          DOT first responds to a location of theft to secure the area and ensure public’s
    safety, and logs those sites as they are reported. The Department of Transportation then
    repairs each location according to the order in which it was reported. Some locations
    have been without streetlights for over six months.     

Each theft incident exacts a heavy toll on our resources as the thieves damage conduits and
other equipment, making the repair time much more involved and expensive.
