Why Do We Need a Board?
By law, corporations must have boards to function.
Each corporation shall have a board of directors. . . . the activities and affairs of a corporation
shall be conducted and all corporate powers shall be exercised by or under the direction of the
board. . . . the activities and affairs of the corporation shall be managed and all corporate
powers shall be exercised under the ultimate direction of the board. (Corp. Code §7210)
Without a board, an association cannot conduct business, which means insurance coverage
will lapse, maintenance ceases, rules enforcement ends, the association's corporate status
lapses and lawsuits cannot be answered. This exposes each owner to potential liability.

Calling All Teenagers and Parents
The Board has received numerous complaints about the number of non-resident teens and
young people that congregate in the pool and park area. Many residents have said they will not
go to the pool because of this. On a recent Saturday evening this month the spa and the pools
were filled to near capacity with dozens of teens and young people. Only two adults were
present. One teenager had stacked up 8 - 10 chairs and was jumping over them into the pool.
There was also a lot of playful, but potentially dangerous activity, such as pushing and shoving
and tossing one another into the pools. The entire pool area was filled with trash from food
wrappers, drink cans and bottles, clothing, etc., making the clean up at the end of the evening a
huge chore.
Since the beginning of spring, we have had to repair our park fences three times due to
teens/young people climbing over them, bending the bars to slide through and/or jamming the
gates open so their friends without keys can have access
The Board wants our teens and young people to feel like they are a part of our community and
we want them to enjoy the park and swimming pools. However, their right to enjoy the area
does not go beyond the rights of adult residents to enjoy the same privileges. We would
consider hosting teen nights at the pool, if there is enough interest and parent involvement.
It is not the Board's responsibility to monitor the behavior of teens and young people that live in
this community, but we do have an obligation to see that every person with a key to the park and
pool area abides by the Rules and Regulations governing its use. This subject will be an
Agenda Item at our regular monthly meeting on June 9, 2008.

Garbage Cans
A recent walk through the community revealed a surprising number of residents who store
their garbage cans in the entry way to their front door, perhaps unaware that this is drawing
flies and causing odors to flow over to the front entrance of their neighbor's home.
Although the rules of our Association state, "Garbage cans and Recycling Cans must not be
visible from the street, either in front of the property or at the side of the property," it is equally
important that garbage cans not be a nuisance to the neighbors. Please be considerate of
your neighbors and put garbage & recycling cans away from sight and smell.

"On May 26, 2008 about 1am, Fort Natomas was burned down a second time.This tragedy
comes only 2 years after the playground was destroyed by an arsonist in June of 2006."-
Result: At the June 9, 2008 board meeting, the board was expecting to see teens and parents
attend to help discuss a solution to the concerns that have been brought to the community's
attention. A disappointing attendance: 0 attended
